According to the difficulties of setting the online optimal Governing system parameters resulted from the nonlinear time-variant hydro turbine governing systems, this paper introduces chaos dynamics into the mutation factor of Evolutionary Programming (EP) and gives a chaos mutation evolutionary programming (CMEP) method. The method breaks through the traditional idea that realizes mutation with a fixed random distribution. The new method uses a like-random finite way to formulate the mutation factor. In the simulation of a real system, the method can optimize PID parameters efficiently. The test result shows that the system has a characteristic of stability, low overshoot and fast response.
