An Investigation of Strategic Behavior by a Reserve Provider in the Joint Energy and Reserve Market

In this paper, we present a bi-level model to investigate the strategic behavior of a reserve provider in the market cleared by the joint energy and reserve dispatch model. The wind power is involved in the lower level problem of ISO model. The strategic reserve provider is modeled in the upper level problem. A simple example show that the proposed bilevel model can simulate the strategic behavior of the reserve marketer and study its impact on the scheduling of both energy and reserve units.
