Abstract

As online college enrollments soar, the number of public, private, and for-profit e-campuses continues to grow, raising serious concerns about the academic quality and integrity of Web-based education both in the US and abroad. In this paper, the author proposes an effective global model for creating the for-purpose e-learning environment, while also examining a variety of “best practices that support her proposal. This model is designed to generate an array of academic, technology, and administrative support services and sys- tems, within an institutional framework that incorporates four guid- ing principles: (1) accessibility, (2) applicability, (3) affordability, and (4) accountability.
