Some navigation systems are designed for visually impaired people nowadays, but few of them can work both outdoors and indoors. To meet the needs for blind navigation, this paper introduces an Integrated Blind Navigation System based on an ARM-11 processor and Win CE operation system. Using a GPS module, the system provides locating and navigation services for people who are visually impaired or blind. At the same time, an ultrasonic module is used to detect unexpected obstacles. With its vocal prompts, the system enhances the independence and safety of users travelling in familiar and unfamiliar environments. With the advantage of ARM11-WinCE platform, the widely used portable multimedia system, this design will have good performance and expansibility as a friend of people who are visually impaired or blind.
